why would anyone operate a chat line at an absolute loss? toll free numbers cost the owner of the number PER MINUTE for every call made into the toll free number... you may find some paid conferences that offer toll free access numbers, but those are usually private and set up for businesses so that their clients and employees can call in without inuring long distance charges..
there are many free chat lines, however they use local phone numbers, and since domestic long distance charges are nearly wiped out with cell phones and VoIP services.. even some land line packages.. including unlimited domestic calling there really is no need any longer for "toll free" numbers for "free" calls... toll free numbers are mostly used now for businesses to have a national presence, with out the need to provide customers with a "local number"
you can find a bunch of chat lines at http://talkee.com not sure of the quality of the conversations, but they appear to have numbers all over the place so should have some local numbers to where you are..
