because land lines are already connected to there network continuously through wires and cords cell phones have to find there network by looking for the closes towers and most wirless networks work this way so the network doesnt get tied up by people linked directly to the network not using it

i would think its because with a cell phone you have to "connect" to the network before you get dial tone, so if you put all the tones together you can send them as soon as you get network access.
