No. You pay them for the information, not whether or not you have the stones to dial and talk to the person.

Its a good way to start. The place lets you to do a no cost phone scan simply to find out if any telephone data is there. This basic alalysis is done without cost. For a full detailed report its a modest payment.
Here's Reverse / Whose Number Lookup page. If you're talking about cell phones, you usually have to pay for that. I've had pretty good luck just using Google a phone number to find out who's calling. If you are researching a quantity of numbers, though, I suppose, you might want a service. I can't imagine why the average person would need to research a quantity of numbers, though, so I assume this is business-related, and it then seems only fair that you pay for a service. But maybe it's not.

It is so annoying when people call and do not leave a message.
You need to find out who is behind that phone number. Maybe someone annoys you with prank calls. Maybe you found this number in your spouse's cell phone address book. Maybe you just found a lost number in your drawer.
There could be a million reasons why you want to satisfy your curiosity. Unfortunately, reverse looking up mobile phone numbers is much more difficult than landline numbers. Why? Because these numbers are not listed in phone books for reasons of privacy.
I looked a so many services and I came across this review site which helped me to choose the right one for me.

How silly would that be? You might try it more than once and they get no money from your trials?
I use switchboard or criscross. It seems to work for published numbers. The rest don't matter. Some people seem to make a big deal out of CID numbers. Since I don't pay for inward calls on my land line, why would I care who calls me unless they were buying something from me?
If you have a valid reason to know a name that goes with the number, you probably have no problem with paying for the service, just as you would for directory assistance.

I used that website http://www.echeck.pcti-system.com .. the one referenced by that detective guy Ronnie. I found exactly what I was looking for. So much for Mr Right, or rather Mr Convicted Felon with 2 Liens against him totaling over 30,000$ and an ex-wife I never knew about!! Thank God I found out the truth before it was too late. We were almost engaged!!

not sure why someone would pay someone to obtain information from third party sources...
if it is not on superpages.com as a listed number, and you can not back spoof the number, or do a CNAM search at http://tnid.org then you are not likely to get accurate up to date information...
