Possible Reasons:
1) phone just is old..
2)the jack (what you plug the phone cord into) is broke
3) wires are loose
Suggestions: call your fone company.. most companys will come out to adress the problem free of charge.

Do you have a lot of phones, caller id's and other phone devices in your home, that share the same number? If so, you may have too many devices on the line. Look on the phones, caller id's, etc... they have a ringer equivalence number (REN) on the label. Add the total of them together and contact your telephone company to see if they have a ringer equivalence number limit.
