You could use a soft phone service like Skype. You can use op diverts or toll free diverts as the previous answerer suggested, but you don't get to choose what number shows up usually. For most, just the fact that their real number is not showing up is enough.
While a call is in progress, you could use a soundcard program like CIDmage to generate the call waiting caller ID tones into the phone making their CID display whatever you want.
If you want to spoof a number and name of your choice without paying money or having any operator intervention, sign up for a SIP VOIP service and set up Asterisk under Linux as your VOIP device. You can creatively configure Asterisk to spoof CID displays with whatever you want. This does NOT change your ANI so if you're calling an ANI equipped line, i.e. the police, a toll free number, etc. your real VOIP number will show up.

I believe an account can get called ID blocked as part of the package. Additionally, a land line can do a called ID block (*67) for a charge. This does not work on wireless phones. As far as legaliy, I f it is really bothering you, I woujld recommend calling a lawyer.

There is a website that advertises how it can be done. You call a 800number then tell them what you want on the caller ID then have them place the call and patch it thru to you.

I think there's something you can do so no one sees your number. You'd have to ask your particular phone company.
