Don't answer it. It's impossible to tell what the scam is without talking to them

It could be something as harmless as someone in Sierra Leone having the wrong phone number for a relative -- I used to have people from Turkey calling my home phone all the time until they figured out that their relative's number was one number off mine and someone had typed it wrong in an email.

You can call your phone company to ask them to block incoming calls from that number
